John Lee Ka-chiu, Chief Executive of the Hong Kong Special Administrative Region, announced Hong Kong’s First Five-Year Plan and the 2026 Policy Address today (16th). According to Mr. Lee, the Five-Year Plan serves as a blueprint for Hong Kong’s economic and social development over the next five years, acting as a forward-looking, strategic and directional guiding document. The Policy Address, by contrast, is the annual report delivered by the Chief Executive to implement the Five-Year Plan, setting out annual policy priorities and major projects in response to real-world conditions. The two documents are closely interconnected.

As we enter the inaugural year of the national 15th Five-Year Plan, the HKSAR Government has formulated the First Five-Year Plan for the Economic and Social Development of the Hong Kong Special Administrative Region (2026–2030) based on seven core philosophies. The Plan sets out medium and long-term development strategies for Hong Kong, clarifying its development directions and major targets.

Running to around 60,000 words across seven volumes and 28 chapters, the First Five-Year Plan outlines 22 Key Performance Indicators (KPIs) covering six major areas including the Northern Metropolis, innovation and technology, people’s livelihood, and Greater Bay Area development.
