n the golden autumn, the ancient city of Shenyang welcomes distinguished guests to this grand event of opening-up. On the morning of September 23, the 7th Liaoning International Investment and Trade Fair grandly opened in Shenyang. Lin Long’an, President of the GREATER BAY AREA IMPORTERS AND EXPORTERS ASSOCIATION, led a chamber delegation to attend the event upon invitation and held multiple intensive government-enterprise matchmaking sessions to deepen substantial cooperation between the Guangdong-Hong Kong-Macao Greater Bay Area and Liaoning in digital trade, cross-border e-commerce, bulk commodity trade and other sectors.

Grand Opening Builds a Platform for Open Cooperation

On September 23, the 7th Liaoning International Investment and Trade Fair themed “New Impetus for Opening-up, New Chapter for Revitalization” officially kicked off in Shenyang. Zhou Qiang, Vice Chairman of the National Committee of the Chinese People’s Political Consultative Conference, announced the opening and delivered a speech. Xu Kunlin, Secretary of the CPC Liaoning Provincial Committee, S. Davaasuren, Deputy Minister of the Ministry of Economic Development of Mongolia (the Guest Country), and Liu Xiaotao, Governor of Jiangsu Province (the Guest Province), addressed the ceremony. Wang Xinwei, Governor of Liaoning Province, presided over the opening ceremony. Renowned entrepreneurs, representatives of chambers of commerce, experts and scholars from numerous countries and regions across the globe gathered to conduct in-depth exchanges and matchmaking centering on high-standard opening-up and comprehensive revitalization of Northeast China.

As Liaoning’s core platform for opening-up, this year’s Fair focuses on cutting-edge fields including digital economy, advanced manufacturing and cross-border e-commerce, serving as a vital bridge for industrial docking between domestic and overseas parties. As an influential economic and trade organization in the Guangdong-Hong Kong-Macao Greater Bay Area, the GREATER BAY AREA IMPORTERS AND EXPORTERS ASSOCIATION participated in the Fair with rich resources of member enterprises. It facilitates precise industrial alignment between Bay Area industries and Liaoning’s advantageous sectors to jointly explore new space for open development.

High-level Talks Discuss Coordinated Development between Liaoning and Hong Kong

On the afternoon of September 22, Xu Kunlin, Secretary of the CPC Liaoning Provincial Committee, met with key merchant representatives attending the 7th Liaoning International Investment and Trade Fair in Shenyang. As a business representative from the Guangdong-Hong Kong-Macao Greater Bay Area, President Lin Long’an attended the forum and delivered a speech.

In his speech, President Lin Long’an introduced the sustained economic and trade momentum of the Greater Bay Area in the first half of 2026: Hong Kong’s total merchandise import and export volume reached HK$7.13 trillion, a year-on-year increase of 39.9%; the total import and export volume of the nine mainland cities in the Greater Bay Area hit RMB 5.3 trillion, accounting for 20.8% of the national total. New business forms such as cross-border e-commerce maintained double-digit rapid growth. He noted that Liaoning serves as a dual strategic pivot for revitalizing the old industrial base in Northeast China and advancing coastal economic opening-up, boasting a solid industrial foundation and remarkable opening-up strengths. Its cross-border e-commerce growth ranked first among all foreign trade sectors of the province in the first half of the year. The two regions feature strong complementarity and broad cooperation prospects in digital trade.

Drawing on the existing cooperation foundation between the Chamber and Liaoning, President Lin Long’an stated that the Chamber boasts 12,000 member enterprises and has long been committed to building a bridge linking domestic and international dual circulation. Since the signing of the strategic cooperation agreement during the Liaoning provincial delegation’s visit to Hong Kong in 2024, bilateral cooperation has yielded tangible results. In 2025, the Chamber, together with Liaoning Holdings Group and the state-owned asset platform of Heping District, Shenyang, co-founded Liaowan Foreign Trade Comprehensive Service Co., Ltd., the first foreign trade comprehensive service enterprise in Liaoning Province. Over more than one year since its establishment, the company has focused on core sectors including bulk commodity trade, exports of the “three new key products” and cross-border settlement, effectively solving cross-border payment difficulties for enterprises of both regions trading with Russia and other Commonwealth of Independent States countries. Moving forward, the Chamber will continue to leverage its platform strengths to advance industrial chain coordination and resource sharing between the two regions, and jointly develop a “Digital Silk Road” targeting Northeast Asia.

City-Enterprise Matchmaking Expands Shenyang-Hong Kong Cooperation Areas

At noon on September 22, Ma Shanshan, Mayor of the Shenyang Municipal People’s Government, and Zhao Wei, Vice Mayor, met with Lin Long’an, President of the GREATER BAY AREA IMPORTERS AND EXPORTERS ASSOCIATION, and Zhao Huazhong, Executive President, in Shenyang.

The two sides held in-depth exchanges on industrial docking and economic and trade cooperation between Shenyang and the Guangdong-Hong Kong-Macao Greater Bay Area. President Lin Long’an said that as a central city in Northeast China, Shenyang features profound industrial heritage and prominent geographical advantages, making it a key pivot for Bay Area enterprises to deploy businesses in Northeast China and tap into the Northeast Asian market. The Chamber will fully leverage its resource and platform strengths to attract more high-quality Bay Area enterprises to invest in Shenyang and carry out pragmatic cooperation in digital trade, cross-border e-commerce, advanced manufacturing and other fields. Mayor Ma Shanshan extended a warm welcome to the Chamber’s delegation. She expressed hope that taking this Fair as an opportunity, the two sides could further deepen economic and trade exchanges between Shenyang and Hong Kong to achieve complementary advantages and win-win development.

In-depth Cooperation with Districts and Counties Praises Premium Business Environment

On the afternoon of September 22, President Lin Long’an led the chamber delegation to hold a work forum with Wang Hongchao, Secretary of the CPC Yuhong District Committee of Shenyang, and relevant district department heads.

At the forum, both sides focused on key sectors including cross-border e-commerce, digital trade and bulk commodity trade, and conducted friendly negotiations on deepening industrial cooperation and accelerating project implementation. They fully communicated on the progress of investment projects launched by Bay Area member enterprises in Yuhong District. President Lin Long’an commented that during project rollout, the CPC Yuhong District Committee and Yuhong District Government attached high priority to enterprises’ demands and responded efficiently, delivering thoughtful and pragmatic government services. The continuously optimized business environment has allowed enterprises to truly experience the “Yuhong Care” and “Yuhong Efficiency”, filling the Chamber with full confidence in long-term investment and development in Yuhong District. Next, the Chamber will bring more member enterprises to set up operations in Yuhong, promote the landing of more high-quality industrial projects, and fuel high-quality development of an open economy in Yuhong District.

During the 7th Liaoning International Investment and Trade Fair, the Ministry of Commerce of the People’s Republic of China and the Liaoning Provincial Department of Commerce arranged mainstream media to conduct an exclusive interview with Zhao Huazhong, Executive President of the GREATER BAY AREA IMPORTERS AND EXPORTERS ASSOCIATION, who shared insights on hot topics concerning Liaoning-Hong Kong cooperation.

Talking about his experience at the Fair and Liaoning’s investment environment, Executive President Zhao stated that he deeply felt Liaoning’s resolve and vitality to expand opening-up. The province has a solid industrial foundation and an increasingly optimized business environment. Coupled with policy dividends brought by Northeast China’s revitalization, it boasts abundant investment potential and serves as an important highland for Bay Area enterprises to deploy businesses in northern China and radiate the Northeast Asian market.

When asked about follow-up plans of the Chamber, Zhao Huazhong said the Chamber will rely on the Liaowan foreign trade platform to organize regular inspection and matchmaking tours for Bay Area enterprises to Liaoning. Taking existing settled projects as models, the Chamber will attract new investors through enterprise referrals, drive more high-quality enterprises to invest in northern China, jointly open up digital trade channels connecting Northeast Asia, and advance bilateral cooperation to deeper levels.

This series of matchmaking events at the Fair has further consolidated consensus on cooperation between the GREATER BAY AREA IMPORTERS AND EXPORTERS ASSOCIATION and Liaoning Province, Shenyang City and Yuhong District. Going forward, the Chamber will keep playing its role as a bridge and bond.
