Thoroughly Study and Implement the Spirit of the Two Sessions, Uniting the Strength of Government and Enterprises in the Bay Area for Development
On the morning of April 17, 2026, the Special Lecture on the Spirit of the 2026 National Two Sessions, hosted by the CPPCC Nanshan District Committee of Shenzhen and undertaken by the Greater Bay Area Importers and Exporters Association, was successfully held.
Zheng Chongyang, Secretary of the Party Leadership Group and Chairman of the CPPCC Nanshan District Committee, attended the meeting and delivered a speech. Lin Long’an, Member of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC) and President of the Greater Bay Area Importers and Exporters Association, as well as National CPPCC Members Xu Mingjin, Zhou Chunling, and Wang Mingfan, gave special lectures on the spirit of the Two Sessions.
Also present were Zhou Liang, Deputy Director of the Economic Affairs Committee of the Shenzhen CPPCC, Fu Jinghong, Deputy Secretary of the Party Leadership Group and Vice Chairman of the CPPCC Nanshan District Committee, leading officials of relevant departments of the CPPCC Nanshan District Committee, 68 members of the CPPCC Nanshan District Committee, and representatives of entrepreneurs from the Greater Bay Area.
The lecture aimed to thoroughly study and implement the spirit of the 2026 National Two Sessions, accurately grasp the policy directions and development opportunities in the inaugural year of the 15th Five-Year Plan, unite forces from government and enterprises in Shenzhen and Hong Kong, and explore practical paths for high-quality development and high-level opening-up of the Guangdong-Hong Kong-Macao Greater Bay Area.
Anchoring the Development Coordinates, Leading Nanshan’s Practice with the Spirit of the Two Sessions

In his address, Chairman Zheng Chongyang stated that the 2026 National Two Sessions were a vital gathering held at the critical juncture of the successful conclusion of the 14th Five-Year Plan and the launch of the 15th Five-Year Plan, drawing a grand blueprint and pointing out the way forward for national economic and social development.
He noted that Nanshan District, as the core engine of scientific and technological innovation in the Greater Bay Area and the main battlefield for Shenzhen’s high-quality economic development, has always taken implementing the spirit of the National Two Sessions as its top political task. It will continue to deepen Shenzhen-Hong Kong coordinated development, strengthen empowerment through scientific and technological innovation, and foster a first-class market-oriented, law-based, and internationalized business environment.
He urged CPPCC members and entrepreneurs to align their thinking and actions with the spirit of the Two Sessions, seize the major opportunities of the 15th Five-Year Plan, take root in Nanshan and deepen their presence in the Bay Area, actively integrate into the national development strategy, and demonstrate new responsibilities and achievements in advancing high-quality development and expanding high-level opening-up.
In-depth Interpretation and Lectures: Four CPPCC Members Analyze New Opportunities for Bay Area Development
During the lecture session, the four National CPPCC Members drew on their personal performance of duties to deliver comprehensive, precise, and insightful sharing on the spirit of the Two Sessions. They addressed core topics including the key arrangements of the 15th Five-Year Plan, development opportunities in the Greater Bay Area, Shenzhen-Hong Kong coordination, scientific and technological innovation, and foreign trade upgrading.

Striving for Innovation, Writing a New Chapter of Foreign Trade Development with Openness and Innovation
Lin Long’an, Member of the National CPPCC, Justice of the Peace, President of the Greater Bay Area Importers and Exporters Association, and Founder of Yuzhou Group, shared on the implementation of the Two Sessions spirit in foreign trade and cross-border e-commerce.
He emphasized that 2026 marks the inaugural year of the 15th Five-Year Plan and a critical year for the import and export trade sector and new forms of cross-border e-commerce to seize the momentum. The core task is to translate the Two Sessions spirit into a roadmap for industry development, a construction plan for enterprise growth, and a task list for chamber of commerce services.
He interpreted the policy dividends of stabilizing foreign trade and expanding opening-up released by the Two Sessions, and put forward three core development directions based on the outstanding achievements of foreign trade in the Greater Bay Area:
- Deeply develop new quality productive forces, fully empower the entire lifecycle of cross-border e-commerce with AI technology, and build an industrial closed loop of “mainland R&D + Hong Kong commercialization + global financing + cross-border implementation”.
- Seize the golden opportunity of the 2026 APEC Economic Leaders’ Meeting to be held in Shenzhen, and help enterprises deeply participate in Asia-Pacific economic and trade cooperation.
- Deepen Shenzhen-Hong Kong financial coordination, digital upgrading of trade, and construction of cross-border logistics systems, unlock Hong Kong’s new potential as a “super value-added partner”, and build a two-way gateway for domestic and international dual circulation.

Seizing 15th Five-Year Plan Opportunities, Leveraging Hong Kong’s Strengths to Build a Highland for Scientific and Technological Innovation
Wang Mingfan, Member of the National CPPCC, Standing Member of the CPPCC Guangxi Zhuang Autonomous Region Committee, Chief President of the Hong Kong-Guangxi General Association, and Board Chairman of Burton Group, delivered a lecture themed “Seizing New Opportunities in the 15th Five-Year Plan, Jointly Building a New Future for the Bay Area”.
He stated that the arrangements in the Two Sessions report supporting Hong Kong in developing its economy and better integrating into the national development strategy have injected firm confidence into the development of Hong Kong and Macao and pointed out the core path for coordinated development of the Greater Bay Area.
He proposed two core priorities for the Greater Bay Area under the 15th Five-Year Plan:
- Build the Greater Bay Area into a global highland for scientific and technological innovation, integrate Hong Kong’s strengths in basic scientific research, Shenzhen’s advantages in industrial innovation, and the manufacturing support capacity of other Bay Area cities, accelerate the cross-border coordination mechanism of the Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone, and form a complete innovation closed loop of “Hong Kong R&D + Shenzhen commercialization + Bay Area manufacturing”.
- Deepen rule alignment and mechanism connection, build a new highland for national high-level opening-up, give full play to Hong Kong’s advantages of the common law system and free port policy, improve the protection mechanism for investment rights and interests of Hong Kong and Macao enterprises, and advance major cooperation platforms such as Qianhai, Nansha, and Hengqin, making the Greater Bay Area a promising land for investment and a homeland for Hong Kong and Macao enterprises.

Anchoring Two Main Lines, Consolidating the Foundation of High-quality Development with Science, Technology and Manufacturing
Zhou Chunling, Member of the National CPPCC, Vice Chairman of the Heilongjiang Federation of Industry and Commerce, and Executive Chairman of Hong Kong Gao Sheng Fund, systematically interpreted the historical background, core goals, and strategic arrangements of the 15th Five-Year Plan.
She pointed out that formulating and implementing five-year plans in succession is an important experience of the Party Central Committee in governing the country. The 15th Five-Year Plan anchors seven core goals including high-quality development, self-reliance and strength in science and technology, and comprehensive deepening of reform, serving as the overall program for national development in the next five years.
She highlighted two core themes running through the 15th Five-Year Plan:
- Unswervingly develop high-quality manufacturing, shore up weak links in the industrial chain, promote import substitution, and consolidate the foundation of the national economy.
- Fully advance self-reliance and strength in scientific and technological innovation, tackle key core technology bottlenecks, and achieve original innovation from 0 to 1.
She noted that over 50% of national R&D resources have been allocated to AI and related industrial chains, and future industries such as robotics, autonomous driving, quantum technology, and bio-manufacturing will spawn trillion-yuan markets. While Hong Kong lacks conditions for large-scale re-industrialization, it enjoys great potential for linkage development with Shenzhen, Dongguan, and other Bay Area cities. She also stressed that private enterprises are the core force in scientific and technological innovation investment, and private capital will play an irreplaceable role.

Forging Ahead with Solid Work, Serving the National Development Strategy with Private Enterprise Responsibility
Xu Mingjin, Member of the National CPPCC, Vice Chairman of the Fujian Federation of Industry and Commerce, President of the Guangdong Fujian Chamber of Commerce, and Chairman of Xiangbin Investment Group, fully conveyed the essence of General Secretary Xi Jinping’s important speeches during the Two Sessions, the Government Work Report, and the work report of the CPPCC Standing Committee.
He systematically reviewed the development achievements of 2025 and the concluding results of the 14th Five-Year Plan, interpreted the four major tasks of the 15th Five-Year Plan period, and the core development targets such as the 4.5%–5% economic growth rate in 2026, as well as the orientations of fiscal and monetary policies.
He emphasized that the Two Sessions report reaffirmed the central government’s firm policy of supporting Hong Kong and Macao in better integrating into the national development strategy, providing solid guarantees for Hong Kong and Macao enterprises to develop in the mainland.
Drawing on his duties, he interpreted the core Two Sessions arrangements including building a strong domestic market, accelerating self-reliance in science and technology, expanding high-level opening-up, and preventing and defusing risks in key areas. He shared his proposals on boosting service consumption, advancing rural revitalization, and strengthening urban security bottom lines.
He called on private enterprises to keep pace with national development, balance enterprise growth and social responsibility, and fulfill private enterprise responsibilities and contribute strengths in stabilizing growth, promoting employment, and improving people’s wellbeing.

The successful holding of this lecture has enabled participants to gain a more comprehensive and in-depth understanding of the spirit of the 2026 National Two Sessions and the development opportunities of the 15th Five-Year Plan. It has also built a bridge for exchanges between government and enterprises in Shenzhen and Hong Kong, and forged strong consensus on coordinated development of the Bay Area.

As the tide rises in the Greater Bay Area, sails are set for a new journey.
