Visit of Renowned Hong Kong Business Leaders to Chongqing | Strategic Signing Usher in a New Chapter for Chongqing-Hong Kong Cooperation

On April 22, Lin Long’an, Member of the 14th National Committee of the Chinese People’s Political Consultative Conference, Hong Kong and Macao Advisor to Chongqing Municipal People’s Government, and President of the Greater Bay Area Import and Export Business Association, led a delegation of the Association to Chongqing. The delegation officially signed a framework strategic cooperation agreement with Chongqing Chamber of Commerce for Import and Export and Chongqing Chamber of Commerce for International Cooperation of Private Economy. Huang Xin, Vice Chairman of Chongqing Federation of Industry and Commerce, attended the event and delivered a speech. Representatives from the three signing parties, relevant officials of Chongqing Federation of Industry and Commerce, and entrepreneurs gathered at the event. They conducted in-depth exchanges on deepening economic and trade cooperation between Chongqing and Hong Kong, and advancing the coordinated foreign trade development of inland regions and the Guangdong-Hong Kong-Macao Greater Bay Area.

In-Depth Exchanges for Win-Win Results, Empowering Enterprises from Both Regions to Go Global Jointly

At the opening of the event, Vice Chairman Huang Xin delivered a welcome speech on behalf of Chongqing Federation of Industry and Commerce, highlighting Chongqing’s achievements in opening-up and bilateral economic and trade cooperation with Hong Kong. He noted that Chongqing’s private economy maintained robust growth in 2025, with a total output value exceeding 2 trillion yuan, accounting for 61.6% of the city’s GDP and serving as a core driving force for high-quality economic development.

Chongqing’s private enterprises have delivered outstanding performances in opening-up: they conducted non-financial outbound direct investment in 20 countries and regions worldwide, a year-on-year increase of 33.93%. More than 5,000 local private enterprises achieved actual import and export performance, with the annual total import and export volume reaching 384.19 billion yuan, up 18.9% year on year and accounting for nearly half of Chongqing’s total foreign trade volume. Exports of competitive featured industries such as motorcycles registered a year-on-year growth of approximately 20%.

Since the high-level meeting between the Chongqing Municipal People’s Government and the Hong Kong Special Administrative Region Government in 2023, economic and trade exchanges between Chongqing and Hong Kong have continued to deepen. Two-way exchange initiatives including the Visit of Renowned Hong Kong Business Leaders to Chongqing and Chongqing Enterprises’ Investment and Cooperation Trips to Hong Kong have yielded remarkable results. Chongqing Federation of Industry and Commerce maintains frequent exchanges and close cooperation with various chambers of commerce in Hong Kong and Macao, steadily consolidating the foundation of practical cooperation between the two regions.

President Lin Long’an and participating representatives discussed the current import and export trade landscape of the Greater Bay Area and Chongqing, as well as the transformation direction of Hong Kong’s trade sector. He expressed the hope to deepen practical cooperation and jointly advance the high-quality trade development of both sides.

Against the profound restructuring of the global trade landscape, Hong Kong is accelerating its transformation toward innovative digital trade and trade in services through the development of a science and innovation hub. It continues to consolidate its position as an international shipping and trade center, vigorously promotes the “AI + Logistics” model, and makes overall arrangements for a global overseas warehouse network.

In 2025, the total import and export volume of the nine mainland cities in the Greater Bay Area hit 9.15 trillion yuan, accounting for 20.1% of the national total, while Hong Kong’s import and export scale exceeded 10 trillion Hong Kong dollars. Cross-border e-commerce transaction volume in the Greater Bay Area reached a new high.

Supported by the real economy, over 80% of the Greater Bay Area’s import and export businesses are operated by industrial enterprises with complete industrial chain supporting facilities. The region boasts prominent export advantages in “new three core export products”, achieving a 19.7% year-on-year growth in import and export volume in the first quarter of 2026.

The Greater Bay Area Import and Export Business Association has long advocated the “9+2+N” all-round opening-up and cooperation model. The strategic partnership with two major Chongqing chambers of commerce will give full play to the Greater Bay Area’s pivotal advantages in connecting ASEAN and the world. Leveraging Hong Kong’s unique status as an international hub for finance, trade and shipping, the cooperation will help high-quality Chongqing-made products efficiently access the Greater Bay Area market and expand to ASEAN and countries along the Belt and Road Initiative via the Bay Area channels, enabling enterprises from both regions to share resources, integrate sales channels and explore global markets together.

Cai Yi, Honorary President, stated that Chongqing and Hong Kong feature strong industrial complementarity and enormous cooperation potential. The signing marks a crucial step for chambers of commerce in the two regions to strengthen linkage and pursue coordinated development. Relying on its platform resources and industrial influence, the Association will build a bridge for precise docking between enterprises of both sides. It will support Chongqing enterprises in expanding global markets through Hong Kong and the Greater Bay Area’s international platforms, and facilitate in-depth integration of capital, technology and talents from the Greater Bay Area with Chongqing’s industrial strengths to deliver mutual benefits and coordinated growth.

During the exchange session, Luo Ya, Legal Representative, Executive Vice President and Secretary-General of Chongqing Chamber of Commerce for Import and Export, and Zhong Shifeng, Rotating President of Chongqing Chamber of Commerce for International Cooperation of Private Economy and Chairperson of Chongqing Wuzhong Auto Parts Co., Ltd., respectively introduced the functions, featured foreign trade services and development measures of their chambers. Both parties pledged to take this signing as an opportunity to normalize Chongqing-Hong Kong linkage and jointly expand inland foreign trade routes to the global market.

Strategic Cooperation Signing Creates New Prospects, Unblocking Global Foreign Trade Channels for Inland Regions

Witnessed by all participants, the Greater Bay Area Import and Export Business Association signed separate framework strategic cooperation agreements with Chongqing Chamber of Commerce for Import and Export and Chongqing Chamber of Commerce for International Cooperation of Private Economy. Under the agreements, all parties will establish a regular communication and collaboration mechanism to carry out all-round practical cooperation in economic and trade exchanges, industrial linkage, international communication and comprehensive services.

Wu Shaowei and Lin Wensheng, Co-Presidents; Huang Yiheng, Vice President; and Kuang Manxi, Executive Secretary-General of the Greater Bay Area Import and Export Business Association, together with relevant officials from Chongqing Federation of Industry and Commerce and the two local Chongqing chambers of commerce, attended the event.

Rooted in the regional linkage opportunities between the Chengdu-Chongqing Economic Circle and the Guangdong-Hong Kong-Macao Greater Bay Area, this signing aims to deepen two-way economic and trade connectivity between Chongqing and Hong Kong, integrate industrial, transportation, market and platform resources of both regions, and establish a long-term cross-regional foreign trade cooperation bridge. It will help enterprises from both sides jointly explore domestic and international markets, further smooth economic and trade links between the Guangdong-Hong Kong-Macao Greater Bay Area and Chongqing as an inland opening-up highland, and advance the in-depth integration of the foreign trade industrial chain, supply chain and value chain of the two regions.

Going forward, the Greater Bay Area Import and Export Business Association will continue to act as a key bridge, consolidate the “9+2+N” all-round opening-up and cooperation pattern, connect the domestic and international dual circulation with a broader vision, and work with all partners to write a new chapter of coordinated cross-regional foreign trade development.
