In April 2026, Lin Long’an, Member of the National Committee of the Chinese People’s Political Consultative Conference, Hong Kong and Macao Advisor to Chongqing Municipal People’s Government and President of the Greater Bay Area Import and Export Business Association, together with Cai Yi, Honorary President, led a delegation to Chongqing for the flagship Visit of Renowned Hong Kong Business Leaders to Chongqing series of events. On the morning of April 24, a special Chongqing Hong Kong Symposium was grandly held.Shang Kui, Member of the Standing Committee of the CPC Chongqing Municipal Committee and Director of the United Front Work Department, and Huang Maojun, Vice Mayor of Chongqing Municipal People’s Government, attended the meeting. Zhu Wen, Director of the Coordination Department of the Liaison Office of the Central People’s Government in Hong Kong, together with distinguished guests from Hong Kong’s business and professional sectors — including the Federation of Hong Kong Provincial CPPCC Members and the Federation of Hong Kong Industries, the Chinese Manufacturers’ Association of Hong Kong and other key chambers — gathered to explore new opportunities for Chongqing Hong Kong cooperation and discuss new pathways for twoway empowerment. As a key guest speaker from the Hong Kong side, President Lin Long’an shared insightful proposals to deepen economic and trade links among Chongqing, Hong Kong and the Greater Bay Area, and jointly build a new highland for inland openingup and cooperation.

At the symposium, Huang Maojun, Vice Mayor of Chongqing, delivered a comprehensive briefing on Chongqing’s latest economic and social development. He pointed out that in recent years, rooted in the strategic positioning of building the ChengduChongqing Twin City Economic Circle into “two major hubs and two highlands”, Chongqing has steadily advanced the construction of an inland openingup highland, sustaining stable economic growth with improved quality and efficiency.In terms of core economic and trade indicators, Chongqing’s total import and export volume reached 221.55 billion RMB in the first quarter of 2026, a yearonyear increase of 34.3%, hitting both a record high for the same period in history and an alltime quarterly high. This fully demonstrates the strong resilience of Chongqing’s foreign trade and the steady upgrading of its inland open economy.As a national key manufacturing base for automobiles and motorcycles, Chongqing has formed a complete industrial ecosystem covering vehicle R&D, core component production, aftermarket services and import and export trade. Its automobile industry consistently ranks among the nation’s top tier in annual output and sales, with new energy vehicles achieving leapfrog growth. Complete vehicles and auto parts are exported to over 130 countries and regions worldwide, serving as a core pillar driving Chongqing’s foreign trade growth.Chongqing’s motorcycle industry maintains a leading national position, with output, sales and export volumes topping the country for consecutive years. Motorcycles and spare parts remain competitive in emerging global markets, standing as a signature advantage of Chongqing’s overseas industrial expansion.Vice Mayor Huang also elaborated on Chongqing’s integrated international logistics network — combining the Yangtze River Golden Waterway, China Railway Express and the New International Land Sea Trade Corridor — alongside streamlined crossborder trade facilitation reforms and a fullcycle policy package supporting enterprises. He extended a sincere invitation to Hong Kong business representatives, calling for joint efforts to globalize Chongqing’s competitive industries and advance allround cooperation between Chongqing and Hong Kong in economy, trade, industry and finance. Representatives from various Hong Kong sectors exchanged views and reached consensus on industrial coordination, trade connectivity and resource sharing.

In his address, President Lin Long’an emphasized that forging indepth connectivity, market integration and industrial synergy between two major national strategic regions — the ChengduChongqing Twin City Economic Circle and the GuangdongHong KongMacao Greater Bay Area — is highly significant and timely amid national efforts to build a unified domestic market and smooth domestic and international dual circulation.He noted that the Greater Bay Area boasts a mature global trade network, international logistics hubs and professional service systems, while Hong Kong has long served as an indispensable international “super connector”. Together, they provide vital access to international economic and trade rules and global market channels for Chongqing. With growing bilateral exchanges, the complementary strengths of inland hinterland regions and the coastal Greater Bay Area create enormous potential for collaboration.Drawing on his 26 years of experience in Hong Kong’s import and export sector, as well as the Association’s extensive network covering nearly 12,000 foreign trade and logistics enterprises across the 9+2 Greater Bay Area cities and proven expertise in connecting inland manufacturers with global markets, President Lin put forward three key cooperation proposals:First, jointly build a digital trade hub to enable resource sharing between Chongqing’s characteristic industrial platforms and leading ecommerce and supply chain platforms in the Greater Bay Area, forming an integrated digital trade service system to boost the efficient export of Chongqingmade goods.Second, develop an integrated multimodal transport corridor by consolidating shipping, railway and hub resources across Chongqing, the Greater Bay Area and Hong Kong, launching dedicated crossborder logistics routes and endtoend combined transportation models to reinforce the main logistics arteries supporting dual circulation.Third, establish a crossborder financial cooperation bridge by leveraging the complementary strengths of Hong Kong as an international financial centre and Chongqing as a western regional financial hub, piloting innovative crossborder financial services to resolve operational bottlenecks for foreign trade enterprises and facilitate the free flow of cross border production factors.

Shang Kui delivered closing remarks. He fully recognised the valuable proposals put forward by Hong Kong business leaders and stressed that Hong Kong should continue to leverage its unique advantages under the “One Country, Two Systems” framework. With the shared vision of “Chongqing and Hong Kong as one heart, marching forward side by side”, both sides shall deepen multidimensional cooperation and pursue mutual benefit while contributing to national development strategies.During the event, enterprise representatives from Chongqing and Hong Kong held a project signing ceremony, reaching multiple cooperation agreements in technological innovation, trade and investment. The symposium not only built an efficient platform for governmententerprise communication, but also injected new momentum for longterm bilateral collaboration.

Visit to Chongqing Planning Exhibition Hall

The delegation visited the Chongqing Planning Exhibition Hall to review the city’s 3,000year development history through immersive displays. Members gained indepth insights into the national strategy for the ChengduChongqing Twin City Economic Circle, Chongqing’s openingup spatial layout of “one core, two belts and multiple nodes”, as well as its strategic positioning and phased achievements in advancing the New International LandSea Trade Corridor, the Yangtze River Economic Belt and the comprehensive inland opening hub. The delegation focused on foreign trade layout, characteristic industrial clusters and crossborder channel development, consolidating a solid foundation for future economic and trade cooperation between Chongqing, Hong Kong and the Greater Bay Area.

Visit to SERES Super Factory

The delegation toured the SERES Super Factory to inspect intelligent fullprocess production lines, core R&D centres and complete vehicle testing facilities. The visit showcased Chongqing’s outstanding achievements in transforming its automotive industry toward highend, intelligent and green manufacturing. Members learned about SERES’ global supply chain layout, overseas market expansion and import/export scale, witnessing Chongqing’s profound industrial foundation and core competitiveness as a national automotive manufacturing hub. The tour further uncovered broad cooperation potential between Chongqing and Hong Kong in automobile and component trade, crossborder supply chain collaboration and global distribution.

The Visit of Renowned Hong Kong Business Leaders to Chongqing has established an efficient and precise docking platform for bilateral economic and trade collaboration. Moving forward, the Greater Bay Area Import and Export Business Association will continue to fulfil its role as a key bridge. It will promote indepth integration of the Greater Bay Area’s strengths in channels, resources and platforms with Chongqing’s industrial foundations, transport corridors and vast hinterland.
