Visit of Renowned Hong Kong Business Leaders to Chongqing | Chamber Delegation Inspects Wanzhou to Explore Industrial Cooperation Opportunities

On April 23, Lin Long’an, Member of the 14th National Committee of the Chinese People’s Political Consultative Conference, Hong Kong and Macao Advisor to Chongqing Municipal People’s Government and President of the Greater Bay Area Import and Export Business Association, led a delegation to conduct economic and trade exchanges and field inspections in Wanzhou District, Chongqing. Lu Hong, Member of the Standing Committee of Chongqing Municipal Party Committee and Secretary of Wanzhou District Party Committee, met with the delegation. The two sides held in-depth discussions on advancing Chongqing-Hong Kong industrial coordination, smoothing cross-border trade channels, and jointly building a new highland for inland opening-up. Relevant leaders of the United Front Work Department of Chongqing Municipal Party Committee and leading officials of Wanzhou District accompanied the inspection and attended the activities throughout.
Targeted Meetings Deepen Docking to Jointly Explore Opening-up and Cooperation Paths

During the meeting, Secretary Lu Hong extended a warm welcome to President Lin Long’an and his entourage, and gave a comprehensive introduction to Wanzhou’s history, current development, core strengths and urban positioning.
She stated that located in the heart of the Three Gorges Reservoir Area, Wanzhou boasts a city history of over 1,800 years. It has long been an important commercial port on the upper reaches of the Yangtze River, as well as a key commodity distribution center and comprehensive transportation hub for northeastern Chongqing and surrounding regions. Relying on the golden waterway of the Yangtze River, Wanzhou has formed an integrated multi-modal transportation system combining railway, highway, waterway and air transport. Supported by a megacity scale, dual opening-up platforms including a national economic and technological development zone and a comprehensive bonded zone, plus solid industrial foundations in new materials, intelligent equipment and characteristic agriculture, its public services such as commerce, education and medical care radiate across northeastern Chongqing and eastern Sichuan.
Positioned as Chongqing’s sub-center, Wanzhou is accelerating modernization toward the goal of building “three centers and one hub”, with growing opening-up momentum. In 2025, the district’s total foreign trade volume exceeded 10.32 billion yuan, 25 new foreign-invested enterprises were established, and paid-in foreign capital surpassed 160 million US dollars, ranking first among urban clusters in northeastern Chongqing.
Hong Kong is Chongqing’s primary source of foreign investment, and the Guangdong-Hong Kong-Macao Greater Bay Area serves as Wanzhou’s core cooperation partner for external opening-up. Taking this inspection as an opportunity, Wanzhou expects to deepen practical cooperation with the Greater Bay Area Import and Export Business Association and its member enterprises, introduce advanced development concepts, high-quality industrial resources and global trade channels, and jointly expand cooperation in cross-border e-commerce, multi-modal transport and industrial coordination to achieve complementary advantages and win-win development.

President Lin Long’an remarked that as the regional center of northeastern Chongqing and a crucial node along the Yangtze River Golden Waterway and the New International Land-Sea Trade Corridor in Western China, Wanzhou enjoys prominent geographical advantages, solid industrial foundations and sound opening-up platforms. Its characteristic industries are well-positioned to connect with the international market, featuring strong industrial complementarity with Hong Kong and the Greater Bay Area in digital trade, cross-border e-commerce and industrial investment, with broad cooperation prospects.
Adhering to the positioning of “linking the Greater Bay Area and connecting the world”, the Greater Bay Area Import and Export Business Association will serve as a vital bridge for foreign trade connectivity between the mainland and Hong Kong. It will deepen cooperation in four key areas: cross-border e-commerce collaboration, multi-modal transport channel development, cross-border financial and digital trade platform construction, and industrial coordination under the model of “Bay Area R&D + Wanzhou Manufacturing + Global Market”, to facilitate precise docking between enterprises on both sides.
In his capacity as President of the China-ASEAN Industry Cooperation and Development Promotion Association, Lin Long’an added that he will leverage ASEAN resources and channels to help Wanzhou’s competitive industries access the large ASEAN market, expand foreign trade space, and promote two-way interaction and mutual advancement between industry and trade.
On-site Inspections Clarify Directions to Usher in a New Chapter of Industrial Coordination
During the visit, the delegation successively inspected Chongqing Wanzhou Comprehensive Bonded Zone, Jinlong Precision Copper Tube Group Co., Ltd., and Four Sheep (Chongqing) Agricultural Technology Development Co., Ltd. They conducted on-site research on the development of opening-up platforms, advanced manufacturing and characteristic agricultural industrialization, gaining full insight into Wanzhou’s industrial vitality and opening-up potential.
As the only comprehensive bonded zone in northeastern Sichuan and Chongqing, Chongqing Wanzhou Comprehensive Bonded Zone was approved by the State Council in 2021 and officially put into operation in 2022. Benefiting from Wanzhou’s integrated railway, highway, water and air transportation network, it has developed a distinctive “4+4” industrial system focusing on four bonded processing sectors and diversified bonded businesses, acting as a core carrier for Wanzhou’s open economy.
Jinlong Precision Copper Tube Group Co., Ltd. is a China Top 500 Enterprise and a national single-product champion. It operates 39 wholly-owned and holding subsidiaries across 12 domestic provinces and cities as well as overseas locations, with multiple subsidiaries recognized as national smart manufacturing enterprises, green factories, specialized, sophisticated, unique and innovative “little giant” enterprises, and high-tech enterprises. It features large-scale production capacity for copper and aluminum pipes, wires and strips, with its core project awarded the Second Prize of the National Science and Technology Progress Award.
Four Sheep (Chongqing) Agricultural Technology Development Co., Ltd. focuses on characteristic agricultural resources in the Three Gorges Reservoir Area and builds a closed-loop whole industrial chain. It mainly produces high-purity konjac powder and develops a variety of local characteristic agricultural products. With standardized planting and breeding bases and intelligent deep processing lines, it realizes full-chain quality control, with products sold nationwide and exported to Hong Kong, Macao and Southeast Asia.

The Wanzhou stop of the Visit of Renowned Hong Kong Business Leaders to Chongqing has built a long-term exchange and cooperation bridge between the Guangdong-Hong Kong-Macao Greater Bay Area and Wanzhou, accelerating industrial coordination and trade connectivity between the two sides.
