On March 11, 2026, on the occasion of the successful conclusion of China’s Two Sessions, the second meeting of the third Council of the China Foundation for Peace and Development (CFPD) was successfully held in Beijing. Xian Hui, Vice Chairperson of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC) and Chairperson of the CFPD, presided over the meeting and delivered a speech.

Present at the meeting were CFPD Vice Chairpersons Zhou Haijiang and Zhong Baoshen; Secretary-General Wang Heming; Deputy Secretary-General Liu Zhenzhong; and Council Members Zhang Zongzhen, Lin Long’an, Pan Dongfeng, Xu Zewen, Zhang Baozhong, Zhao Meiling, and Shu Yong. Council Member Yu Xiangdong was represented by Li Yun. Chen Ke, Chairperson of the Board of Supervisors, and Supervisors He Fan and Xu Sai attended as non-voting participants.

Xian Hui stated that since the third Council took office, under the direct guidance of the International Department of the Central Committee of the Communist Party of China and the support of relevant authorities, the foundation had made steady progress in all its work. As an important vehicle for national people-to-people diplomacy, the foundation shoulders the important mission of conveying China’s warmth, building bridges of friendship, and practicing the vision of a community with a shared future for mankind.

She urged the foundation to rally closely around the Party Central Committee with Comrade Xi Jinping at its core, strengthen political loyalty, uphold the fundamental stance for development, focus on fulfilling its mission, fully demonstrate the unique value of people-to-people diplomacy, highlight institutional empowerment, safeguard the foundation of public welfare, strengthen accountability, and continuously enhance capacity-building. With a higher political stance, broader global vision, and more concrete measures, the foundation should take on its responsibilities of the times and strive for new achievements.

At the meeting, combining the spirit of the just-concluded Two Sessions and his own public welfare practice, Lin Long’an — Member of the National Committee of the CPPCC, Council Member of the CFPD, and President of the Greater Bay Area Import and Export Commerce Association — donated RMB 3 million to the CFPD for public welfare causes and spoke as a donor representative. He fulfilled the social responsibility of a private entrepreneur with concrete actions to support the upgrading of public welfare for people’s livelihood at home and abroad and the cause of world peace and development.

Lin also put forward three core suggestions for the high-quality development of the CFPD:

1. Stay committed to the correct political direction, raise political awareness, thoroughly implement the spirit of the Two Sessions, and keep in mind the foundation’s mission.
2. Innovate fundraising models and enhance fundraising capacity, improving institutional credibility through open and transparent operations.
3. Strengthen brand building and expand social influence, developing distinctive public welfare brands to show the value of donations to domestic society and convey China’s sense of responsibility to the international community, thus encouraging more social forces to participate in public welfare.

In his speech at the donation ceremony, Lin Long’an said the RMB 3 million donation was both a practical action to support the CFPD’s original aspiration for public welfare and a due responsibility as a council member to advance peace and development. He spoke highly of the foundation’s achievements, noting that since its establishment, the CFPD has adhered to its mission of “spreading the concept of peaceful development, enhancing friendship and cooperation between Chinese and foreign peoples, and promoting world peace, development and common prosperity.” It has launched more than 200 livelihood and people-to-people exchange projects in over 40 countries participating in the Belt and Road Initiative, building tangible bridges of hearts and minds and setting a benchmark for social forces to engage in public welfare and uphold peaceful development.

Lin added that the journey of public welfare never stops, and the cause of peace requires long-term commitment. Going forward, he will faithfully perform his duties as a CFPD council member, remain committed to public welfare and philanthropy, and lead colleagues from the Greater Bay Area Import and Export Commerce Association to rally more business strength and public goodwill to join the cause of peace, development and charity. He will fulfill social responsibility through concrete actions and convey China’s warmth with every act of kindness.

This donation and advice fully demonstrate the patriotism and sense of responsibility of private entrepreneurs in the new era. It injects new vitality into the development of the CFPD, will further advance the improvement of people’s livelihood and international people-to-people exchanges, and contribute more non-governmental forces to closer people-to-people bonds under the Belt and Road Initiative and world peace and development.
