Deepening Fujian-Hong Kong-Guangdong Cooperation | Fujian Provincial CPPCC Delegation Visits Chamber of Commerce for Cross-border E-commerce Research

On May 21, Ruan Shiwei, Vice Chairman of the Fujian Provincial Committee of the Chinese People’s Political Consultative Conference (CPPCC), led a delegation to visit the Greater Bay Area Import and Export Commercial General Association. A symposium was held focusing on deepening cross-border e-commerce cooperation among Fujian, Hong Kong, and Guangdong within the Greater Bay Area, and promoting the mutual empowerment of the digital economy.

Zhang Zewang, Full-time Deputy Director of the Hong Kong, Macao, and Taiwan Committee of the Guangdong Provincial CPPCC; Lin Long’an, Member of the National Committee of the CPPCC and President of the Greater Bay Area Import and Export Commercial General Association; and enterprise representatives from the chamber attended the meeting. Both sides exchanged cordial sentiments, discussed cooperation, and sought common development, reaching a series of important consensuses in areas such as industrial docking, platform interconnection, market expansion, and policy coordination.

Vice Chairman Ruan Shiwei stated that proactively integrating into the construction of the Guangdong-Hong Kong-Macao Greater Bay Area is a key strategic deployment of the Fujian Provincial Party Committee and Provincial Government. As a new engine for foreign trade growth in the new era, cross-border e-commerce is of great significance to promoting high-quality regional economic development. The purpose of this visit is to learn from the advanced experience of the Greater Bay Area, deepen the complementary advantages among Fujian, Hong Kong, and Guangdong, rally the strength of Hong Kong, Macao, Taiwan, overseas Chinese, and compatriots abroad, build a closer Chinese economic circle, and promote a new trade pattern of “buying from the world and selling to the world.” The Fujian Provincial CPPCC will carefully review the outcomes of this exchange, formulate high-quality policy recommendations, and submit proposals through the National CPPCC channels to strive for greater support for the high-quality development of cross-border e-commerce across the three regions.

President Lin Long’an stated that Fujian and the Greater Bay Area are geographically close, culturally connected, and industrially complementary, maintaining close economic, trade, and cultural exchanges for a long time. As the leader of the Trade Team of the Fujian-Hong Kong Cooperation Advisory Committee, he has long been committed to promoting Fujian-Hong Kong and Fujian-Guangdong economic and trade cooperation, continuously driving the deep alignment of Greater Bay Area resources with Fujian’s industrial strengths. In recent years, under the care and guidance of Liang Zhenying, Vice Chairman of the National Committee of the CPPCC, the chamber has promoted the establishment of Fujian Min-Hong Kong-Taiwan International Trading Co., Ltd., creating landmark projects featuring “cross-border e-commerce + supply chain trade” and “industrial park + platform + one-stop service,” assisting Fujian’s specialty products such as tea, seafood, furniture, and light industrial goods to reach the global market.
Combining the continuously improving economic and trade data of Hong Kong and the nine mainland cities of the Greater Bay Area, as well as the convenience brought by the opening of the Fuzhou-Xiamen High-Speed Railway and the Shenzhen-Zhongshan Link, President Lin Long’an proposed three cooperation initiatives: First, deepen digital trade and industrial docking, promote data interconnection and resource sharing between Fujian and Greater Bay Area e-commerce platforms, and enhance the brand added value and global competitiveness of Fujian goods through digital supply chain management. Second, jointly build a major cross-border e-commerce export channel, exploring “Fujian–Greater Bay Area–Global” rail-sea intermodal dedicated lines and bonded warehousing systems to effectively reduce corporate logistics costs. Third, strengthen enterprise linkage and market innovation, organize global buyers to visit key industrial belts in Fujian, support Greater Bay Area enterprises to invest in Fujian, and jointly explore emerging markets such as Southeast Asia, Central Asia, and Russia, to jointly promote the high-quality development of cross-border e-commerce in Fujian, Hong Kong, and Guangdong.
Co-Presidents of the Greater Bay Area Import and Export Commercial General Association, Wu Shaowei and Lin Wensheng, Executive Presidents Huang Xiao, Zou Shuji, Zhao Huazhong, along with representatives of cross-border e-commerce enterprises in the Greater Bay Area, attended the meeting. They engaged in in-depth discussions on topics such as Shenzhen cross-border e-commerce and overseas warehouse construction, Greater Bay Area industrial export channels, AI-enabled cross-border operations, the “four-flow synergy” in cross-border trade, and experience in bulk commodity cross-border trade projects, expressing a strong willingness to deepen cooperation with Fujian.

This symposium added another significant milestone to the Greater Bay Area Import and Export Commercial General Association’s ongoing efforts to serve Fujian-Hong Kong-Guangdong cooperation and promote high-quality cross-border e-commerce development. In the future, the chamber will continue to leverage its “9+2+N” linkage advantage and bridging role, deepening regular cooperation with governments at all levels in Fujian, business associations, industrial parks, and key enterprises. It will promote resource sharing, platform co-building, market expansion, and brand building, working together to create a new high ground for Fujian-Hong Kong-Guangdong cross-border e-commerce cooperation, and contribute even more to the high-quality development of China’s foreign trade nationwide.
